A User who is not the Owner of a given file or a folder, do not have permission to move folders to another localization in the Browser. Only the User who created a file or folder (Owner) can do so.
However, if you are a folders Co-owner, you can work around this restriction:

Copy the folders or files from the source localization:

Set the target destination:

After copying the files to the new destination, the original files can be moved to the Trash:
